Meta Ads in Israel: why full broad targeting has become essential

Stacking dozens of interests and multiple 1% lookalikes was long standard Facebook Ads practice.

One audience for entrepreneurs, one for property interests, another for digital marketers, then lookalikes based on visitors, leads, buyers or Instagram followers.

This appears to control delivery precisely. In practice it often fragments data, creates overlap and limits algorithmic freedom.

This becomes particularly problematic for Meta Ads campaigns in Israel. The market is small, audiences wear out quickly and each targeting layer further reduces auction opportunities.

In this context, full broad targeting on Meta Ads is no longer an experiment reserved for large brands. It is generally the best starting point for simpler, steadier, more scalable acquisition.

Provided you understand what ‘letting the algorithm work’ really means.

What is a full broad Meta Ads campaign?

A full broad campaign deliberately limits audience constraints.

Keep essential settings such as country served, and age or gender only when genuinely required. Avoid lengthy lists of interests, behaviours or micro-audiences meant to describe an ideal customer.

Broad prospecting in Israel may use settings as simple as:

  • location: Israel
  • age: 18–65+ (as broad as possible)
  • gender: all
  • no mandatory interests
  • no required lookalike audience
  • optimise for the actual desired conversion: purchase, qualified lead or appointment.

This does not mean Meta randomly advertises to the entire country.

Meta uses the objective, account history, conversion data, user behaviour, creative quality and available signals to identify people most likely to act.

Targeting has not disappeared. Selection increasingly happens through delivery rather than accumulated criteria chosen manually by media buyers.

Why interests no longer suffice to identify future customers

A Meta interest is not an absolute truth about a person. It is an advertising signal built from observed or declared data and behaviour.

Someone labelled interested in entrepreneurship may never intend to start a business. A potential executive buyer may not appear in the interest you thought obvious.

Adding 30 or 50 interests does not necessarily improve targeting. It may create an opaque audience where you cannot identify which signals drive results.

Meta Ads lookalike audiences remain useful in some cases, especially with large, high-quality sources. But 1% lookalikes are no longer automatically better than broad audiences.

They depend entirely on source quality. Unqualified visitors, unfiltered leads or few conversions may reproduce the original data’s flaws.

The question is no longer ‘how many audiences can I create?’.

It is ‘do I have a measurable reason to limit Meta’s exploration?’.

Why broad targeting particularly suits Israel

Broad targeting can work in all markets, but several features make its value clear when advertising on Facebook and Instagram in Israel.

1. A national market of roughly 10 million residents

Israel has roughly 10 million residents—a small delivery pool for a global ad platform.

Usable audiences shrink further after accounting for:

  • actual service geography
  • potential customers’ age
  • ad and site language
  • financial capacity
  • the need addressed by the offer
  • exclusions such as existing customers.

Targeting only French speakers, city residents or a narrow profession does not mean working with ‘all Israel’. It means a potentially tiny market fraction.

Each added interest reduces that fraction further.

2. Over-segmentation accelerates saturation

Small audiences give Meta fewer chances to reach people with strong conversion signals.

Delivery returns to the same users. Frequency rises, creative wears out and ad fatigue may appear sooner.

Saturation often shows through:

  • slowing reach growth
  • rising frequency
  • falling CTR
  • worsening CPC
  • rising CPA or CPL
  • falling ROAS despite stable budget.

Broad targeting does not eliminate fatigue, but gives Meta more opportunities before returning excessively to the same people.

3. Israel is multilingual

Audiences consume Hebrew, English, Arabic, Russian or French content. Some use several languages daily and do not configure accounts or devices as advertisers expect.

Rigid language targeting may exclude highly relevant prospects.

Creative often filters better: French ads attract those who understand them, Hebrew selects another segment, and immigrant-focused angles resonate with people recognising their situation.

The creative becomes a form of targeting.

4. High-pressure periods expose small-audience limits

Israel’s ad market shifts rapidly with holidays, seasonality, news or geopolitics. These change demand, attention availability and advertiser behaviour.

Narrow audiences leave few options when costs or habits change. Broad audiences give systems freedom to find more efficient impressions and profiles within the market.

This does not guarantee stable CPM, but avoids artificial scarcity in an already limited market.

Why simpler structures often improve results

Broad targeting generally works better with a simplified Meta Ads account structure.

Spreading budget across many campaigns and ad sets gives each less data. Some struggle to exit learning; audiences compete for similar people.

Combining campaigns and ad sets with identical objectives concentrates:

  • budget
  • conversions
  • learning signals
  • performance history
  • the algorithm’s ability to compare opportunities.

Meta itself recommends combining similar ad sets where appropriate to spend efficiently and potentially lower cost per result.

This also simplifies human management. Media buyers spend less time moving small sums between micro-audiences and more on offers, creative, tracking, conversion and journey quality.

In full broad, creative does much of the targeting

Without interests, ads must clearly show whom they address.

Generic creative attracts curious but unqualified clicks. Good broad creative makes prospects recognise their problem, promise or situation immediately.

Vary angles:

  • the customer’s concrete problem
  • the product or service’s main benefit
  • social proof and testimonials
  • price, timing or trust objections
  • product demonstrations
  • comparisons with alternatives
  • Israeli cultural and language context
  • genuine urgency or opportunity.

A consultancy serving French-speaking entrepreneurs in Israel need not simultaneously target ‘entrepreneurship’, ‘Israel’, ‘tax’, ‘expatriation’ and ‘business creation’.

‘Started your business in Israel but still unsure about VAT and Bituach Leumi?’ already filters strongly. Others scroll on; relevant entrepreneurs stop because they recognise themselves.

Media buyers no longer need to guess every interest. They provide a library of messages that qualifies different prospect categories.

Requirements for successful broad campaigns in Israel

Broad targeting is not magic. Removing audience constraints increases everything else’s importance.

Reliable tracking

Meta needs accurate enough conversion signals. The Meta Pixel, CAPI, conversion events and CRM feedback must be coherently configured.

Optimising for forms submitted by unqualified contacts finds more form-fillers, not necessarily customers.

Signal quality matters as much as volume.

An appropriate conversion objective

Match the event to the desired sales result. Click optimisation for a sales goal sends incomplete signals. Easy clickers may not buy.

Many genuinely different creatives

Changing button colour or title position is not a new strategy. Expand delivery by testing concepts, promises, formats and awareness levels.

In small markets like Israel, creative renewal helps delay saturation and discover demand pockets.

An offer and landing page that convert

Broad targeting cannot fix vague promises, inconsistent prices or unconvincing pages.

Good CTR can coexist with poor CPA if the page lacks reassurance, buying is complicated or the offer does not suit Israel.

Budget consistent with the desired event

Algorithms need enough data to learn. Budgets generating only one or two occasional conversions may stay unstable regardless of targeting.

Review the offer, journey, optimisation event or budget allocation before concluding broad targeting fails.

Which Meta Ads structure should you use in Israel?

No universal structure exists, but a simple architecture is a starting point.

One main broad prospecting campaign

It gets most acquisition budget and seeks new customers across the relevant market. Limit ad sets to avoid fragmented data.

Separate creatives by language when it helps analysis and post-click experience. Avoid unnecessary complexity merely to create a sense of control.

A retargeting campaign or system

Retargeting addresses site visitors, brand engagers, known prospects or abandoned carts.

Budget must match actual audience size. Excess retargeting often raises frequency for few people without additional demand.

A controlled testing space

Do not remove interests or lookalikes on principle. Keep them in comparative tests when a serious hypothesis justifies it.

Measure incremental value versus broad, rather than preserving historical structures simply because they existed.

How do you fairly compare broad, interests and lookalikes?

Use the cleanest possible comparison to find what works in your account.

Test audiences with:

  • the same campaign objective
  • the same optimisation event
  • comparable creative
  • identical offers
  • enough time
  • budget sufficient for usable data.

Do not compare CPM alone. Interests may yield cheaper impressions but poorer leads; broad may cost more to deliver but produce better final CPA.

Prioritise:

  • cost per acquisition or CPA
  • cost per qualified lead
  • site conversion rate
  • ROAS
  • new-customer share
  • incremental reach
  • frequency
  • result stability as budget rises.

The winner is not the cheapest-click ad set, but the one generating most business value with real capacity for more budget.

Is full broad always the best option?

Broad targeting is a major starting point, not a dogma.

Extra constraints can remain relevant for:

  • highly specialised B2B offers
  • very small service areas
  • regulated campaigns
  • new accounts with little data
  • budgets too small for regular signals
  • rich customer lists supporting high-quality lookalikes
  • tests consistently showing greater profitability for specific audiences.

Add constraints when they measurably improve results, not merely look reassuring in Ads Manager.

In Israel, growth depends less on targeting than on feeding the algorithm

In compact markets, unnecessary segmentation shortens audience life. Confining Meta to tiny pools increases overexposure, fatigue and acquisition costs.

Broad gives the algorithm room, but results need good signals:

  • reliable tracking
  • relevant conversion objectives
  • creative that qualifies audiences
  • offers suited to Israel
  • effective landing pages
  • coherent budgets and structures.

Stacking 50 interests is no longer an acquisition strategy. It often compensates artificially for insufficient work on genuine performance drivers.

Israeli media buyers need not build the longest targeting list. They must create conditions for Meta to identify, reach and convert good customers before saturation.
